May 2019 Minutes Annual Parish Council Meeting
Minutes of the Annual Parish Council Meeting of Great Ponton Parish Council held on 13th May 2019 at 7pm in Village Centre.
Present: Returning Cllrs E.Booth. P.Jackson, D.Booth, I.Cruickshank and G.Taylor.
Welcome.
Public Forum.
1. Apologies of absence.
a. Apologies received from District Cllr B.Adams.
2. Declarations of interest.
a. None received.
3. Notes of the meeting held on 18th March 2019 to be approved as the new minutes.
a. Resolved to accept these minutes.
4. Election of Chairman.
a. Cllr D.Booth proposed that Cllr E.Booth be the new Chairman, this was seconded by Cllr Jackson. Resolved by all.
b. Cllr E.Booth signed the Acceptance of Office form.
5. Election of Vice-Chairman.
a. Cllr E.Booth proposed that Cllr P.Jackson be the new Vice-Chairman, this was seconded by Cllr Taylor. Resolved by all.
b. Cllr Jackson signed the Acceptance of office.
6. To consider any co-option of the vacant seat.
a. There was no applications received for the vacant seat.
7. Appointment of representatives:
a. Speed Indicator Device (SID). Cllr D.Booth.
b. Playing Field/Football Club rep. Cllr Cruickshank.
c. Caravan and Camping site. Cllr G.Taylor.
8. Review of the following:
a. To renew the membership to LALC. Resolved.
b. It was agreed to accept this year’s quote for Parish Council insurance. Resolved.
c. Inventory of Parish Council assets. This had been reviewed and latest purchases had been added.
9. Matters arising for the minutes:
a. Highways matters. More potholes had been reported. Village litter pick had been done. Fly tipping had been reported to SKDC.
b. Speed Indicator Device. 23534 vehicle had passed the unit with an average of 24.9 mph. One speed of 60mph had been recorded at 5.40am.
c. Boundary in village. Ongoing.
10. Village Centre Matters/Report.
a. Many successful bookings and events had been done, including an Easter Fun Day, where an large number of people had attended, funds had been raised for both the village centre and village church. Various rooms within the village centre had been decorated with more due to be done. Donations of slabs had been received to make a BBQ and patio area. Looking for donations for outdoor furniture. Diary is filling up with bookings for this year.
b. The Parish Council agreed to purchase two benches for the village centre.
11. Community Playing Field.
a. SOS Garage on the A1 will tidy up the trees and the area adjacent to the hard standing at the A1 gate entrance.
b. Negotiations are still taking place with Grantham Town Football Club to use the football pitches.
c. Caravan & Camping Club. The site insurance is due in June and the Clerk has been given the authority to pay this when the invoice arrives. Bookings are coming in slowly. Caravan Rally on 27th July.
12. Financial matters.
a. The latest financial report had been circulated and it was resolved to accept the figures given.
b. The Internal Auditors report had been circulated and it was resolved to accept this.
c. The Annual Governance Statement had been circulated and it was resolved to accept this.
d. The Parish Councillors all agreed for the Chairman to sign the Annual Return to be sent to the external auditors.
13. Browns Trust.
a. The accounts stood at £29.47 and £123.80
14. Planning matters.
a. None received.
15. Correspondence.
a. Any correspondence received was either made available or used within the agenda.
16. Cllrs reports & items for inclusion at the next meeting. Or reports on other items not on the agenda.
a. Village hall committee.
b. There will be no ‘Duck Race’ this year.
17. Date of the next meeting is booked for Monday 15th July 2019.
18. To resolve whether to exclude public, press or Police, who will be required to leave the meeting at this stage.
