Great Ponton Parish Council

Minutes of the meeting of GPPC held on 15th May 2023 at 7pm

Present Councillors Eileen Booth, David Booth Richard Parkinson Gordon Taylor and Fred Furber.  Ian Cruickshank Chair. Linda Adams was warmly welcomed as the new parish councillor.

Parish Clerk Carol Ramsey.

Chairmans welcome.

Open public forum.   Mrs Barbara Furber. Barbara expressed concern regarding the work done by GT especially the damage to Hope’s paddock, and also expressed a wish to have a wildflower meadow. Councillor Ben Green has given the PC some leads on this matter and these will be followed up.

2 Declarations of interest according with the Localism Act 2001. None received.

3 Previous minutes 9/1/23 were declared as correct.

MATTERS ARISING FROM THE MEETING

Election of Chair and Vice chair

Ian Cruickshank was elected as chair. Richard Parkinson was elected as vice chair.

4a Community speed watch. 12739 vehicles passed through the village with an average speed of 24.9, maximum of 48 mph was recorded. Speed camera x 2 solar panelled are £4250 +VAT. Richard Parkinson is to source other quotes. GPPC will pursue a 20mph advisory scheme around the school at Dally gate.

4b Boundary village centre still ongoing.

4c A grant of £14500 has been applied via SKDC. No confirmation as yet.

4d Have contacted Rowan Smith rowan.smith@lincolnshire.gov.uk for updates on previous requests.

4e it was decided not to take up subscription to LALC training programme

4f EDF update now registered as GPPC AT 7 Ellyslande Great Ponton. Can now use my account on EDF website to access all info re electricity use.

4g SCDC are no longer providing an extensive grass cutting service. It was been agreed to employ Green stripe to cut the playing field and SB services to cut all other grass with exception of grass belonging to SKDC. GPPC to ask The Big Clean to attend the village.

District and county councillors’ reports.     None given.

Village centre matters

Ian Cruickshank has officially accepted the post of Chair. Trustees are Emma and Mick Meadows, Richard Street is treasurer, plus Martin and Mel Frazier and Rob Podam. Eileen Booth has been co opted and Carol Ramsey maybe be co opted at a later date. Minutes of Trustee meeting 7th May 2023 were produced plus accounts for year ending July 2021 for the PC records. 

Emma Meadows attended and gave an update. All going well with events. Bingo and coffee morning are going strong. Good response to bank holiday activities. Monthly Sunday lunches going well. Emma says change of use has occurred to allow monthly lunches. Kitchen has 5star rating. Four weddings are booked. EM has been asked to provide buffets for two.  Hornsea pottery have asked for a buffet/Sunday lunch. Events booked until November.

Community playing field

6a IC remains in discussion with Gonnerby FC. He will inform us of any further information.

6b CC opened in April with approx. 14 visitors. Accounts for the CC were presented to show income and outgoings

6c The roof over the generator shed is unsafe and will be demolished.

6d it was decided not to repaint the cabins but to look into purchasing a newer portacabin.

6 e grass cutting has been delayed but is now being cut by Greenstripe. It will take a couple of cuts to look presentable.

6f It was resolved to charge £12 rent and £5 for hook up with no exceptions. CR to contact CC to change prices on the website.

7 Financial matters

7a Updated financial accounts were given to all parish councillors and accepted. Banking with HSBC is now running smoothly.

8 Correspondence

8 Correspondence from Theresa Burhyn and Barbara Furber were received and will be acted upon.

9 Councillors reports and matters for the next agenda

EB requested that the graffiti on the bus stop be removed. Planning permission for the Great Ponton Quarry would have no adverse effect on the village.
